The purpose of this research was to study health care management guidelines in a temporary shelter for the Thai Red Cross Society. And to obtain a policy proposal on health care management in the temporary shelter for the Thai Red Cross Society. This research provides the foundations of the Ethnographic Delphi Future Research (EDFR) based on a sampling group of 28 experts, Thai Red Cross Society executives, experts in temporary shelter management and staff of the Thai Red Cross Society. The research methodology was carried out in three rounds. In the first, open-ended questionnaires were used to identify the restricted main point. In the second round, the qualitative data from the first round were analyzed using content analysis for developing the rating scale questionnaire. All the items in the questionnaire were ranked by level of expected roles by a panel of experts. In round three, a new questionnaire was sent to the previous respondents to confirm the previously ranked items. The data were analyzed using median and interquartile range for summarizing in the study.
The results revealed that the health care management in temporary shelter for the Thai Red Cross Society consists of 4 factors as follows: 1) input factors consist of 4 items regarding various factors; 2) the process consists of 6 items about management in various factors that affect health; 3) the environment consists of 2 items about the environment in temporary shelters; and 4) the product consists of 1 item about the effects that victims receive in temporary shelters.
The results of this research study suggest the development of health care management in the temporary shelter of The Thai Red Cross Society.
